My Lords are further of opinion that the temporary increase of 75% should he made permanent; and that it172 would be well to take the present opportunity of rounding off the odd sums resulting from the conversion of the allowances from sterling to curre~ay.

As regards Wei-hai-Wei, I am to state that the evidence brought forward is not sufficient to justify their
ordships in recommending any substantial increase of amoluments except in the case of the two English Writers serving there who at present receive $600 each per annum in the shape of allowances. Having regard to the cost of living at Wai-hai-Voi as compared with Hong Kong, my Lords are satisfied that the Colonial Allowance of these two men should be increased from $350 to #500; i.e. that the ir total Allowances should be increased from $600 to $750 per
anna.
I am to request that you will move their Lord-
ships of the Treasury to be goou enough to sanction the
foregoing proposals, the cost of which will be about £1200
a your.
